There is another way the solenoid may work, by shutting off the fuel to the main and pilot jets. The valve that the solenoid opens and closes may not be opening all the way. Also remember that the float bowl must be vented to the outside atmosphere and if that vent is plugged the fuel will have trouble siphoning out.
