first thing that came to mind for me is loose backing plates

dust , sure it will make shoes grab as bigG said

brake cleaner works wonders for cleaning but bigG forgot to mention to blow out the drums with some compressed air afterwards. I've had shoes get glazed over after operating them while wet, so dry them out first before you run the truck.
