It looks like it's a 1973 model which should have a flat head continental 4 cyl. The linkage from the foot pedal should go to the govenor assy which would then go to the carb. The govenor should be spring loaded to push the carb throttle linkage towards full throttle. I would start here, making sure the spring pressure towards full throttle is woking properly.
