sludge or "honey" as we sometimes refer to it as, is something that builds up inside the regulator and should be drained pretty often, depending on how hot your regulator gets in normal operation, and will cause a starting/running problem. there is a drain plug in the regulator.
I am thinking if getting the thing out off your way is the immediate goal., you may (if really lucky) be able to get the forks off the ground and push the unit by pulling back on the lift lever and cranking the starter for about 10 seconds.
the less quality of gas (grill gas is not always hd5) also causes buildup of stuff in the regulator
