The wires in the handle shouldn't anything to do with the charging issue. If the batteries are too dead the charger will not turn on, the circuit board needs to see about 23 volts in order to turn on. I would check batteries first and if they are fine try a different charger on them. I have run into bad circuit boards in the charge, there is a relay that can be jumped out on the circuit board to see if the charger works. Hopefully this helps.
