I think john missed the "not" and a zero. as in "if the engine is near top rated speed of 2200 rpm and the wheels are NOT spinning, then you have a problem with the torque converter, and in truth, if your converter is broken, it is more likely that your engine will not be able to get to it's max rated speed while in gear
