Can anyone help diagnose this issue?

ON a fresh start, the machine responds to pressing the accelerator pedal. With a few pumps of the pedal (not even to the point of activating the limit switch, the engine reverts to idle and remains there until the ignition is switched off and then restarted.

Pedal potentiometer was tested and seemed OK, both limit switches have been replaced. I have had to replace a fuse from time to time, but this seems to be unrelated to the problem...(but again, I may be wrong here.) My senses tell me it might be the throttle actuator (might not be the correct name - but the pedal connects to this and governs the rotation of the linkage from the pedal cable. Actuator is electronic/motorized and rotates between the 2 limit switches.) Looking at it spells money and I hope it is not!

Any other ideas would be gratefully accepted!
