JUst FYI, all forklifts and other industrial applications, the enigines are Industrial/Marine (the same). Also I have seen this starter issue to many times to remember. The Ing delay timer is the major fix, it allows the engine to complete a full rotation before allowing the ingnition system to fire, this gets out any excess fuel out of the sylinders from when the motor was last turned off and gets the momentum in the starters favor. Also make sure that the starter bracket that supports the rear of the starter is in place.
