Mr. Fixit, thanks for responding.

When I first asked about this problem I started over in the troubleshooting section, but my post got garbled up in the posting and I wasn't getting a response. It looked more likely that iI would get an answer over here so I reposted it. Since then I'm now getting answers in both. That'll teach me.

EdwardT got me to readjusting the governor, and after tightening t up about a full turn, the surging stopped , but now it seems that my top end rpm's are too high. I haven't come up with a good compromise yet.
