flashing means your Periodic Safety Inspections is to do. Comes every Year after Reset.
To Reset press the Keys "Up" and "SET" then the Display asks for Code there you type with "Up" and "Down" 1234 as Code and then Press again "SET" the LED should turn off for the next Year.
