The lift should have a main pressure at 3000 PSI. Even with the pressure at 2000psi the forks should raise up and down the full length of the rails. Check the handles going to the valve and make sure nothing is broken. You could have a failed hydraulic line that is causing a partial blockage. Please verify the hydraulic oil is at the proper level. Good Luck
