Finally got this machine to work. It turned out to be one of the brushes in the steering motor was stuck. Both myself and the yale tech only pulled the front brush, and it showed normal wear. The back brush which is harder to get to must have been stuck and not making very good contact. Reseated the brush and machine is working normal now.
