couple things come to mind on this
1 the wheel lug nuts/bolts are loose, if so you can tighten them
2 the drive spindle nut has come loose and the whole spindle is wobbling, drive unit will have to be pulled to repair.
3 the steer mount nut is loose, if so tighten it up (make sure the lock washer is good)
4 the tire bonding separating and is coming off, replace the tire with the same type tire.

to fully check this you will need a floor jack capable of picking it up and a jack stand to put underneath the frame to gain access underneath. you can drive it and look and maybe see what's going on but if the damage is hidden you may have to resort to lifting it off the floor.
You can flip the jack over on it's side but remove the battery(s) first and block off the hydraulic reservoir breather cap so fluid will not spill out.
As for the technician? if you've never worked on lifts before then i would call one. If you don't know what you're doing you can get hurt badly.
