i'd be careful just moving wires on those relays around, you may get something to work but then cause something else to not work. If you've moved wires and got the ecm to power on then you may have discovered the problem. Go back and trace out that power circuit and find the bad path.
check those relays
check that key switch
check the power supply wires to the ecm (and ground)
one is open, it should be obvious
