Update! Local construction vehicle mechanic came in and said it was the governor. So we ordered on and replaced it today. Problem seemed to improve slightly but when I tried adjust the idle and throttle via the governor the engine went all over the place in reference to the rpm. Now for some reason no matter what I do it high idling really bad.
