Initial reductions for fleet average emissions for large forklift fleets, medium forklift fleets and non-forklift fleets must be met either by retrofitting or replacing the exhaust system to be compliant or to retire the vehicle.

By January 1, 2009, the California Air Resources Board (CARB) has passed a fleet requirement regulation that requires that all existing fleets with >4 pieces of LSI equipment take steps to reduce emissions. This includes forklifts, sweepers, scrubbers, tow tractors and airport ground support equipment.
