Recently purchased this forklift for very cheap and looking to get it back into service.

2005 7FGKU40 on Propane

The main problem lies in the hydraulic system.

The mast does not respond to any controls at idle, i have to bring the throttle up to around 1000rpm and the mast starts operating(tilt, lift, and SS)

Steering at idle the wheel turns slightly and then locks right up and if i hold pressure on the wheel it pulses but doesn't make any more turning progress. As with the mast if i bring up the throttle the steering operates normally.

Today i drained the hydraulic tank and checked the suction strainer and return filter. Strainer was not plugged up, and while return filter was due based on hours, it wasn't alarmingly plugged up or dirty. I cant see return filter causing my issues either, the tank had lots of fluid in it at all times.
