If you hear the clunk then you have a steer/brake issue, not a mechanical binding issue. When you state that the electrical components tested OK is this through the lift or with seperate test equipment?
Have you relearned the speed as well?

Raymond alos updated this steer gear box to a "straight" style gear reduction as opposed to the offset style. They had issues with the retaining bolt shearing and the base plate on the gear box cracking.

Fix it right!!!
If its a steering isuue sometimes the pinion binds on the steer assy. and only with the tire on the floor, and you will get a steer prox or steer encoder fault when both test good.

Fix it right!!!
Normally the brake wires break or twist in the harness just above the motor, or right where they enter the brake head.

With the truck jacked up does this happen?
Is the steering relearned?
Are the brake wires worn away or shorted together?
Do you hear the brake 'clunk' on or doe sit just not move?
Just a few places to look and start

Fact of the week
Foundling hatches are safe, anonymous drop-off points for unwanted infants, allowing parents in crisis a way to surrender a baby safely without fear of punishment, ensuring the child is rescued and cared for. The concept started in the 12th century, was abandoned in the late 19th century, then reintroduced in 1952. It has since been adopted in many countries.
