replacing heads

I have a S120XL with a GM4.3L vortec v6 that another mechanic started a cylinder head replacement and left the job uncompleted when he left for different employment I am stepping in to complete the job and I think I may have a problem
when he pulled the heads he did not have the engine at #1 TDC so my question is when I go to set the valves is there anything special I need to do to get this done correctly I have always had the engine at #1TDC when I have done this in the past so I am concerned on how this will affect the distributor positioning
currently not one of the cylinders is at TDC they are all in the middle somewhere
any help would be appreciated TIA

the engine serial # is 122688-1 its a reman engine (part# 001 0443)
according to the records for this lift this is its 3rd engine
the forklift information is as follows
year: 1994
SN: D004V07617R

before you install the heads you can rotate the engine and bring it up on TDC but it does not time like the old GM engines do because of the balance shaft and it uses #4 cyl on TDC from what i read in the manual.
Got a serial number?
There is an early and late model GM 4.3L hyster used, we need to know the correct year.
