Propane System Vaporizer Faulty? Help Troubleshooting!

I have a 1979 Hyster H30E with a Continental F163 engine.

The other day it was hard starting but fired up. After I turned it off and then on again it failed to start.

After trying a variety of methods, I found that I was able to get it running while continually pressing the primer button on the Impco Model J convertor and covering a 1/4" barbed tube coming out of the convertor with my finger...all while feathering the gas peddle.

So my question is what is the likely problem that is happening?

Is there a tube that is suppose to connect to the barbed fitting on the Model J convertor? If so where else is that tube suppose to connect?

I ordered a new regulator. Though the one I have just ordered has the screen as you mentioned. Hopefully that does not cause an issue. I am curious why they would want a vacuum on mine (though it looks like it has been always disconnected).

Replace or rebuild the regulator. If you have to press the primer button you are not delivering fuel to the mixer in enough quantity to run. There could also be a problem with the mixer. The port on the regulator is a balance port. If I remember correctly it would be connected to the air hose going to the mixer after the air filter. Many trucks just have a brass screen over the port.
