We did the same thing. Only problem was they did not last as long as the blue u-cups.
I was taught way back in the 70's to pitch the blue cup seals and install o-rings instead, worked perfectly.
Also on the front end of the valve body there is a small spool with an
o-ring on it, make sure you replace that o-ring. Note that there is a check ball under the small spool.

I could certainly find an o-ring to load if it looks like that's the problem. Nothing says whoever else worked on it did it right. Yeah the seal was tricky to put in not having a special tool which I did not know existed.
Been a few years since I sealed one, they may have changed the seals. I still have my seal installing tool in my tool box.
My thinking too on the pressure sending the seal out against the washers. The cub seals that were in there had no o-ring so I assumed they were unloaded cup seals. There were extra O-rings in the kit but none that would fit in the cup seal.
The spool only moves a small amount. The internal pressure usually keeps the seals pushed out against the stop washers. Did you put the small o-rings inside the blue cups before you installed them? The cups will not seal without the O-rings.
I did not do a pressure test. The spool had no seals on it per se. There were just blue plastic cup seals on either end pressed into the directional valve. Strange to me was that there was no pocket in the valve body to sit in. The seal was free to travel in the valve assembly only being captured by bolting up the various washers and springs. I am now wondering id the cup seal could have slid in too far and is now opening one of the ports. Odd that the valve body had no way to restrain the cup seal. I guess I will be taking it apart again.
You need to remove the pump from the Generator and remove the outer can. This will expose the pump assembly. Have you ran a pressure check?. When you install the seal kit , are you rebuilding the directional valve seals? If it is leaking out the weep hole it usually means the spool seals are leaking.
It is driven off the back of he generator. Do you know if this relief valve is accessible for repair or inspection. I can't figure how else I am blowing the seals out of the power steering cylinder.
Is the pump driven off the back of the generator? If it is the relief is in the pump. If I remember correctly the relief pressure was around 1000#.
