NP300D narrow isle stacker - fast lift

I have a NP300D that is in good condition, good battery, but the lift speed too fast and either on or off. Said differently the lift control acts like a switch (on/off) no slow lift available. I have the service manual but its not clear to me how to diagnose this issue. The lift will lift its rated capacity but since its so quick its difficult to manage and unsafe.
