No steering

Hi i'm working on a crown 30SCTT and i don't have any power steering? I have checked the supply voltage to the steer motor and this is 18v when seat switch activated. Any electircal diagrams would be much appreciated if at all poss? The drive motors are functioning fine. Also i did notice that the steer tyre's are almost coming off the rims. forgive me if this sounds dumb but would this cause and problems with the steer motor?

Hi Crownie thanks for the reply, the fuse and solenoid are good however when I checked the battery I had to top up 15ltrs of de-ironised water so am guessing that some of the battery plates will probably be buckled? I now seem to have SOME steering but only a very slight bit. Checked over the steer motors and they don't seem to be in to bad a condition, probably fit some new brushes?

motor is 36v
and should have 36v with seat and keyswitch closed
check fuse and solenoid
check battery is good
