No start

2.2 Mazda LPG.
Unit cranks great. strong spark. Timing belt good and in proper place.
Good compression.
Good lpg to regulator.
Tries to fire a small amount while cranking. Won't fire at all on starting fluid spray.
Changed cap rotor plugs..no change.
Tried new coil no change but it has great spark.
Turning over without plugs it smells of lpg and starting fluid.

Fact of the week
