no start

i have a 1996 yale glc050rfnuae082 serial# E187VO4152U. its does not want to start. I thought it was the diaphragm since it had a little tear. i replaced it with a new one but still wont start. it smells very rich after its been cranked a couple times. i never have worked on a forklift before but im pretty handy. im getting fuel to the carb but after that i dont know what to do. there are no forklift mech in my town.

Tear in the diaphram? Which diaphram? Describe the lpg system on the lift. When the fuel system malfunctions, sometimes they can go excessively rich.
