motor starts with no key

Have a Electric Hyster J40 and as soon as i connect the plug the motor will turn on. I believe its the control motor, not the drive. Not to sure where to start to look why this is happening. Any info would be great help..thank you

It is either the pump motor or the power steering. You probably have some welded contact tips.
