Low Power

Customer complaint:
Forklift is low on power while driving, the longer the drive the slower the forklift gets.
Engine idles smooth and accelerates normal under no load conditions.
Technician installed a boost gauge and verified 15psi under normal load, although he did find a broken wastegate. The wastegate was stuck in the closed position, that issue is now repaired.
The forklift still has a low power condition, no smoke coming from the exhaust pipe, no unusual noises coming from the engine, the air filter is new, the EGT are running 900 under heavy load. Could we have a fuel delivery issue? the fuel filter was installed 6 weeks ago and the forklift has 8 hours run time since then. We do not have a service manual, does anyone know the fuel inlet pressure and what the acceptable pressure drop across the filter is.
