Low drive torque

I've got a CAT ep15krt forklift that will drive forwards backwards etc absolutely fine however it seems like it's low on torque or power? You get to a slight slope and it will not drive up it even when not loaded, it seems like it needs a run up to get anywhere really.
There is a code on the dash ep030?
Hydraulics and everything else works fine it's just got no torque.
I've visually checked the 3 boards that control it and I can't see anything burnt or any dry solder joints, the batteries are all reading 2.04v each (x12=24v). I'm leaning towards an issue in the drive motor but would like to know if there is any more parts that I can check before pulling the motor and getting it tested?
