Losing Power

I have a SJIII-3219 that has brand new batteries but will act like it has run out of power after only moving 25 feet. Starts out at normal speeds and slows from there down to not moving and the motor clicking. Test the batteries 4 x 6v and they all have 5.8V.

Any ideas on what could be dragging it down?
