Linde L14 Issues

I have a Linde L14 372 series fork over walkie. I have no Travel or Hydraulic functions. I replaced both steer and main controllers. This is a AC controlled truck. I have traced just about every wire and have come up with nothing. My contactor coil is only getting 6.5 volts from the controller. I have no idea where to go next. Do the Controller have to have software uploaded to them when they are new? Any info would be great.

As i know, new controller already have software inside. But you need to do calibration for steering and lifting potentiometer, unfortunately only linde software called Pathfinder can do this calibration.
