lagging in fwd and rev hyd and ps working fine

i inherited this machine when i started. it was in pieces and i was told that the drive motor transistors are bad.. i replaced all of them and reassembled.. still had no fwd or rev..got the sst break out harnesses and did a proper diag on it..came back as the dc/md board..i replaced the dc/md board and now i can get it to rotate the tires. but it lags bad.(jerking). in neutral i have 49.54 vac to the mtr. p-7 p-8 p-9. when i put it in gear it drops to 23.02 vac. when i push the accelerator pedal down the volts jump from 49 to 23vac really fast. and then the mtr starts to rotate.. any idea what could be going on..do i have a bad overall capacitor pack? any help would be greatly appreciated.
