I think that controller burn because you have something in short circuit so you need to measure component to see where is your problem.

so is the problem with general contactor pulls but why not sit controller burns 1 minute.

Yes but error 14 means that main conttactor is not closed or for dc truck field can not be switched,are you check motors and wiring of that truck.
Please write what is been with that truck.
