Intermittent loss of Brake pedal

I have a T300 Serial 71L ,I have done wheel cylinders and master cylinder ,I still have a loss of brake fluid with no external leaks , the truck has a vacuum powered brake booster ,is it possible that that this is the cause , I can press the brake pedal 50 times with no issue then the next it goes almost to the floor. These trucks were manufactured by Royal lift truck.
