Int. forks not lower or very slow

When this happens, opening the manual emergency lowering valve doesn't change speeds either. When the are lowering at normal speed with the lever, I can stop fork travel. Then open emergency valve and the forks lower. The speed pot varies the lift speed. The forks hold position fine. This problem can happen with the forks at any mast height. Solenoid valve coil for lowering is working. No codes.
