Hyster J1.50EX Moving very slow

Dear Friends ,

I am having a problem with Hyster J1.50EX forklift the speed settings are good (not on tortoise mode when the speed is limited as per the setting from the display controller). Among the checks, I found all good, the motor, the harnesses, connectors, power line to the inverter (the drive motor is AC, variable frequency and voltage drived), pedal's potentiometer and micro switch are okay as well... almost everything I could check.
When I measured the power output from the inverter toward the motor I found it only 12Vac but very high frequency (cca 20KHz) at full pedal throttle. As the motor is rated 30Vac looks like the inverter is not generating the proper power.

Can some one help me please.
