High speed in gear

I just bought a used 8FDU25 from the Toyota dealer. Its a 2012 with 1700 hours. Ive never owned a forklift but have used many in the past. When this one is put into gear without giving it any throttle it goes 7-8 MPH. I cant believe that's normal. There tech came out and showed me the read out and idle speed was between 800-900 rpm. He said that was spec. Can someone tell me if there's does the same. Thank You.

I recently bought a brand new Manitou TMM 20 4W from a dealer at https://anguslifttrucks.co.uk/forklift-sales-uk/. It is a 2020 model with 0 robot hours. I have never driven a forklift like this, but I have used different models in the past, so I have experience. I had a similar problem, but a friend helped me with it. He is a good professional, I will give you his card, or when he is available, I will contact you. He is excellent with forklifts. He used to work as an auto mechanic. Now he's completely private.
