H80 nd 396 Surging

Hi Guys..... Little help needed,
I have a h80d- Linde 396 that is surging when in mid range.
It seems to surge as you give a little throttle and will surge ahead until it matches the throttle position. It does not seem seem to do it reverse.
I have checked electrical using laptop and recalibrated the throttle position sensor and no errors present using pathfinder truck expert. HAve so far replaced the hydrolic throttle box and have found some strange hydrolic pressure on the power block that don`t match up.
When testing the power block using linde testing equipment and blocking off the br on the throttle block and taking readings from the Low pressure F and Hi pressure HD p on the power block should be reading 390 bar when 1/2 throttle but only get up to about 80 bar. ? even on full throttle when testing.
suspect a crack on the power block. ? could this cause a surge in fwd. or a possible fault in the servo ?
