Fan belt replacement

Does the counterweight have to be removed to replace belts? I have tried to temove the belts but found that the u-joint can't be pulled out of the way. The hyd. pump can't be moved enough. This is driving me crazy, please help. Thanks

I thought the unit was on a slip shaft.Might be stuck with old lube.I hve pried the units out and then cleaned them up.I did cut a grove into a yale to pass crank bolt once but i dont think you have to on this unit.
