Event code 103

Hi
Have a rc5500 that has event code 103
Checked wiring and have put new right brake kit on, set the correct ohms in features.
Still faulting and found brake is getting hot
Checked voltage
11 volts on left brake and 30 volts on right
Any ideas why the volts are different ?
