Error Lights and no steering movement

We have an older order picker 261-opc30tt that is new to us. It does not have a screen to display error codes so I am not sure how to interpret the flashing lights on the battery indicator. It will go up and down, but there does not seem to be enough power getting the wheel to turn it or go forward. The lights on the battery indicator are all flashing and seem to be flashing in a sequence.
