Erratic servo valve operation

I have a old ts with erratic servo valve operation. Machine occasionaly gets service #58. I thought perhaps the old r/l servo card was causing this so I installed the updated kit with new harness and updated card but problem persists. The voltage seems to be bouncing from 0 to 2 volts very rapidly if i take orange or violate wire off servo motor it stops until i use raise lower functions again. If anyone has experienced this problem or might know what is causing this id greatly appreciate your help thanks.
