How do you test the (TCM) Access 3. I'm getting readings of 76K ohms between Can H and Can L in the (TCM)Access 3. Thanks

Then your access 3 is bad. You can't bench test it. You will need to call a Crown dealer, have them replace it and you will need to have software update to the truck as well as recalibration. Or you can order one, replace it yourself and then have them come out and do the software load and recalibration. No way around it.

Line Contactor does not close at all even at startup or when you depress both pedals. Only Pump Contactor closes when you depress one of the both pedals.

Does the Line contractor close when you first start it and then open again? If so, that is why it won't code. If you start up and watch the line contractor and it does not close, it should give an error.

For many access 3 issues the only thing you can do is swap it out.

I dont have another same unit or Access 3 to test. I seen other post saying No Travel /No Codes and the same thing, Line Contactor not closing with good floorboard switches and they say it my be the (TCM) Access 3. How can I Test the Access 3?

That is very odd. It should give an error. I highly suspect a failure within access 3. Do you have another RC5500 with same software? If so, put a known good one in and try. I've had some pretty odd things happen with Access 3 modules but your situation doesn't make sense.

No voltage to the line contactor (Coil) after depressing both LH and RH pedals. Floorboard switches ok.

It is very odd that your Line contractor is not closing yet not throwing any codes. Do you have access to a known good access3 with same software? If so, try temp installing. If not, Check and see if you have voltage to L cont coil while turned on and on pedals. If not, you should be getting an error for L cont driver or coil shorted.
