Cylinder issue

Hello,
I have a Crown reach truck that the free lift cylinder raises about half way up, then the second stage starts to raise if i go full speed. if i go up slowly then it stages properly. Any help would be greatly appreciated.

I've had this problem before. it was the flow regulator.
Question , I have a 5700 It has passed the main lower valve calibration. It cushions fine coming back down into free lift.

does not have that cushion at the bottom of the carriage cylinder.

I have the manual and have been looking at the flow regulator. I also see a compression spring. And shut off valve?
Do you think the flow regulator would cause this lowering issue?

Thanks for your help! Do i have to remove the cylinder or chain up the carriage to get to it?

The flow regulator in the bottom of the carriage cylinder is bad.
