Cuts out when Plugging no brakes

Having a problem with a 20IR30TT serial 020D-93-34790. When the lift goes into plugging mode the lift will not move forward or reverse and brake will not come on to stop the lift, even when foot is taken off the dead man.. Turn key off and back on to reset and it will work for a while. Intermittent. I replaced the handle assembly, Rec 3, scr 1, all bad contact tips, electrical control card. Any sugestions would be a great help. I have been chasing this for a long time.

the deadman brake is composed of a hydraulic master cylinder and a slave cylinder as well as a drum brake. it must not work ever not just when it doesn't plug.

the brake switch sometimes gets bad on these and causes weird problems, also poor connections on power cables/buss bars. scr # 2 or # 3 is for plugging, cant remember which one sorry. i will check and get back to you.
