crown wave service code

i have a crown wave50-18 with a series of lights blinking. its the forth the seventh and eighth light illuminating. what does this code mean please

check the in line fuse at the charging board (in front of the unit)
check with fully charge batteries -if good batteries are plus 24v and the platform step pedals(2) are depressed and the gates are closed -
turn key on same code then your control board is fauly
