Cranks but will not start

I have a Toyota 8FGU25 forklift that cranks but will not start. I have replaced the entire fuel system and nothing. I have noticed that the idle solenoid is not working when cranking the engine. We tested the solenoid on another forklift and it works just fine. There is power, good ground. We removed the harness for the fuel system and checked for broken wires and continuity and everything checks out ok. Has anyone had this problem before, if so could you all help me out.

Good morning Mathew and thank you for your input. I figured out the problem. It was a ground issue, the ground wire that supplies ground to the idle solenoid was broken inside the wire harness. I repaired it and test. Forklift started with no issues. Hopefully this will work for someone else with the same problem.

Do you have spark? If so pull distributor cap and check that there is no moisture inside
