Cooling fans not turning on.

The cooling fans are not engaging. I have went into menu. And tried forcing them on still will not turn on. Voltage at fan shows 11.29 volts far below the required 36. I had this issue with another lift switched out CPU it corrected issue, with CPU from this lift. Which So I sent out cpu to have it rebuilt. I installed it which happens to be the one I had taken CPU from to put in to other truck with inoperative fans which began to work. I know that this truck fans did work before.

That is what I did I took out cpu of known good unit. That is where I traced problem too. When I did bad unit then worked properly. So I had CpU rebuilt. When I put new cpu in to the lift that was good before since I left CPU from it in the original lift that was giving me problems. Now the lift that was good now has developed a problem with fans not coming on. There is a small voltage showing at the fan not enough to power them.
Even with brand new fans issue is still there.

The correct way to trouble shoot with parts swapping is by taking the suspected bad part to a known good machine, and seeing if the problem follows the part or not. Doing it the other way leads to a lot of mistakes.

I had a similar problem with a crown rr5200 recently. There were diodes in the cooling fan motor wire harness that had shorted, I don't know what caused the short. The solution was a new fan subharness. Cutting out the diodes was a temp fix to see if the fans would work. Unfortunately the diodes could be internal in the fan motors. Also you should check the condition of all the connector pins from the CPU to the fan motor. Take a voltage reading on the fan circuit wires before and after each connector.
