Code 51-7, starts and stalls

Just picked up this truck, knowing it had an issue. Will start and run for 2-3 seconds, then shuts off. Problem is not fuel related. Former owner replaced the sender on the throttle pedal, and it is sweeping from about 1v to 4v according to the diag display. He also replaced the throttle body, but it is not moving. No voltage sweep for the throttle body in the diag display. I have checked every connector and wire on the machine, and can find no issues. No terminals on the throttle body plug are changing voltage while sweeping the throttle pedal. Former owner has a jumper wire connected to one wire at the throttle body, and when this wire is connected to 12v, engine will start and idle indefinitely, even when this wire is unhooked after start-up. Throttle will not advance. Any suggestions?
