It's your traction amplifier.
Check across contacts with them open for voltage across them I had one that did that and although contractor was open it read voltage as if closed I found a lot of debris in contact or assembly causing to carry voltage
Enough to have control to see contacts closed
Just a suggestion
Good luck
I recently had this same issue. For me it ended up being phase W in the drive motor being shorted to the casing.
Look at motor wires that run to traction amp. If motor wires feel spongy change all 3 wires.
Just as a follow up.
Code 44 as written in the manual is contactor detected CLOSED when commanded OPEN.
Technically this means B+ is found on the PC sense wire.
eck the wire to ensure it is not shorted to B+
you need to find the short to frame first.
Pull the battery and test the battery - often they have been damaged and cause the short.
Then you will need to check cable by cable, component by component. Start with the motor, check for shorts there.
Good luck

I have been from front to back in the manual running every test we can. The problem is that some of the test require the truck to run the drive motor and with the code 44 I cant run it. The contacters are fine. In start up it closes and then opens as it should except the brain never sees it open back up so it kicks out the code 44. It also gives a 2U code. With our volt meter we found the truck has 36 volts running throu it we we put the test lead in the neg batt cable and pos lead on the truck frame. When we unhook the drive motor we loose half those volts.
What make and model and SN?
I assume a Raymond
Code 44 is contact tips detected closed - Normally
Do you have a manual?
Dont mean to hijack this thread but I have a code 44 and 2U popping up at the same time. The contactor is not welded together and is working as it should in the start up test but still kicks a 44 code. The 2U code shows a current draw from somewhere but again everything looks normal. I have replaced the relay board and checked all fuses..............I am this close to rolling it out to the trash! Can anyone give me a hint as to where I can check next? Thank you very much for your time.
This is a common Raymond Code,
You have contactor tips welded closed
