Clark CFY30 - Emergency Brake?

I just looked at a Clark CFY30 Forklift and I can't find an emergency brake on it! There is no emergency brake cable that goes to where the brake shoes are housed. Did it have some alternate system? Where is the system and how did it work? It is a manual transmission with a flathead LP motor.

There should be a lever on the right side and down low of the bell housing that operates a parking brake on the trransmission. There should also be a handle and a rod on the side of the seat that went down to pull the lever.
